North Lincolnshire Council told to freeze Playbuilder spending

Scunthorpe Telegraph Tuesday, July 27, 2010

PLANS to build 12 new play areas for children in North Lincolnshire this year could be scrapped as part of the Government’s sweeping cuts on public spending.

A total of 11 new playgrounds have already been built throughout the region thanks to the £1 million Playbuilder scheme, at a cost of £600,000.

But the spending is being put on hold because there is no guarantee the cash will be available, leaving the whole project at a standstill.

It is understood the Government has told local authorities to freeze Playbuilder programmes as it plans to cut £65 million nationally, affecting 1,400 new play areas, next month.

Cllr Len Foster, deputy leader of North Lincolnshire Council, said: “I find it amazing that one minute the funding is there and now the whole scheme hangs in the balance and we’ve got to wait another month before we find out what’s happening.

“This council is totally committed to the Playbuilder scheme.

“We’ve already created 11 new play areas which are well used and needed.

“The project aims to encourage more young people to get active and reduce anti-social behaviour, so for the Government to pull the plug now, halfway through, would be devastating.

“Many of the plans are well under way and match funding already sought.

“The Government is telling us that it recognises play is an important part of childhood and child development, and that it is committed to supporting local people to have an active role in shaping play opportunities.

“And yet it’s planning to cut funding.

“It just doesn’t make sense.

“The Playbuilder scheme has many positive benefits. To scrap it when we’ve got this far would be ludicrous.”

The £1.1million scheme was originally meant to create 23 new play areas in North Lincolnshire.

North Lincolnshire Council gave all parish councils the opportunity to apply to receive funding for play equipment in their area.

Funding comes from a £237 million government scheme.

The rural projects now on hold were to be sited in Burringham, Crowle, Keadby, Winteringham, Barton-Upon-Humber and Winterton.

In Scunthorpe there were plans to extend facilities in Somervell Road, Parkwood, Lilac Avenue, Everest Road, Foxhills and Bellingham Road.

All in a flap as a new breed arrives at Read's Island on the Humber's south bank

Scunthorpe Telegraph Tuesday, July 20, 2010

THE south bank of the Humber has played a crucial part in reviving a rare bird.

Draining of mudflats prior to the Second World War left the Avocet homeless.

However, active breeding programmes since then have seen the population of the black and white wading bird in the country rise and this year 200 chicks have hatched at Read's Island.

It is the first time in three years the colony has bred and as a result it has produced 25 more chicks than in previous seasons.

Situated near the south bank of the Humber at South Ferriby, Read's Island used to be one of the UK's most important breeding sites for the bird, which is easily recognised on the RSPB's logo.

However, in 2007, the river's strong tide eroded the pools where the birds breed, causing the colony's productivity to collapse.

Hoping to secure the future of the UK's most important avocet breeding ground, SITA Trust – an ethical funding organisation focussed on making lasting improvements to the natural environment – provided a grant of £50,000.

This allowed the RSPB to rebuild and protect 10 hectares of Read's Island, securing the bird's future at the reserve and allowing numbers of breeding pairs to rocket from 50 to more than 200.

Pete Short, the RSPB's Humber site manager, said: "The project has been a huge success and we are delighted that the island has regained its former glory as one of our most important avocet breeding colonies.

"The island is perfect for the iconic black and white wading birds.

"They love the salty pools for breeding, while the mudflats of the wider Humber Estuary offer them a rich source of food once the young birds have fledged."

The Humber Estuary has been a strong-hold for the avocet since the early 1990s and until 2007 provided an ideal breeding ground.

Jools Mackin, communications manager at SITA Trust, said: "We are delighted to hear that the SITA trust funded project in the Humber is having such fantastic results so very soon after work began.

"This is testament to the dedication and hard work of the RSPB and its local volunteers.

"The SITA Trust team is very much looking forward to joining visitors at the nearby RSPB reserve to see these beautiful birds with their upturned beaks enjoying Read's Island once more."
